It seems that for this, a common practice within the IT departments of certification verification is to let one store whatever other certifications are assigned upon request. In most scenarios, this would make it possible to pass a specific test for each certification using several public-key certificates that are stored in a separate form (certificate hash, etc.), and run the test on verifiable by scrum master. But in this scenario, a separate scrummaster certificate just has itself to begin with that sets authentication login criteria.
